Slow but sure: Some city employees had to come to the city Controller’s office to get their paychecks on Friday. The city submitted its payroll files on Thursday; normally its received by the bank two days prior to payment. City employees with accounts outside FFB were lined up late Friday afternoon to receive a paper check.
